The City of Armadale has significant development opportunity, with public land available in high-demand areas near public transport – including Armadale City Centre.
The City of Armadale is growing rapidly, with 7,024 local businesses providing 29,147 local jobs, and an estimated resident population of 113,003 as of the 30th June 2025 (ABS ERP and NIEIR 2025). The Armadale Activity Centre Structure Plan is nearing finalisation at State Government level and the completion of Metronet is expected to lead to 3,000 new homes for 5,000-7,000 new residents. A new inner-city Police Station and Courthouse, new Armadale TAFE Campus, new Armadale University Study Hub and the under construction Karlup Journey Place, a new $14.8 million inner-city destination playground, are all fuelling renewed interest in additional housing opportunities.
This also makes the development near the centre an incredible opportunity. Around Challis and Sherwood train stations and in particular the land between those stations and Albany Highway, higher density residential development is being encouraged to take advantage of the train and bus public transport routes.
In nearby Kelmscott, there are substantial parcels of public land available for development on Merrifield Avenue which would be ideal for higher-density housing, as evidenced by the Housing Australia Future Fund (HAFF) is building a six-storey, 65 multiple dwelling apartment development immediately opposite on the east side of the railway at the intersection of Streich Avenue and Albany Highway.
