Social Priority Service Agreements – propose a project

Funds are available for external organisations to deliver projects that support the City’s Social Priorities.

Community organisations and private businesses can now apply to deliver projects under the City of Armadale’s Social Priority Service Agreements.

This opportunity is open to non-profit organisations and private businesses that have a proven ability to deliver change-making projects in the community. The maximum funding available per project is $40,000 (excluding GST).

What is a Social Priorities Service Agreement with The City of Armadale?

The City of Armadale contracts external organisations to deliver projects that support the City’s Social Priorities. These contracts are called Social Priorities Service Agreements (or just ‘Service Agreements').

The City’s Social Priorities are the most pressing community aspirations and social issues identified through data, local research and resident consultation.

Funds are available for projects with measurable outcomes for residents, delivered by not-for-profit organisations or private sector businesses with a proven capacity to deliver their proposed project.

Social Priorities Service Agreements are not grants or donations. They are contracts governed by the City’s Procurement Policy and are subject to a selective process. The City will negotiate contracts with preferred applicants that will include the outputs and outcomes that must be delivered by the successful organisations. Where possible, Service Agreement funds will be shared equally across each of the four Social Priorities areas.

What makes a good Service Agreement project?

To demonstrate an interest in delivering a Social Priorities project, a provider must complete a Project Interest Form for each proposed project. A quality Project Interest Form will clearly show the following:

How does the City assess proposed projects and offer Service Agreements?

The City will review all Project Interest Forms and contact selected providers to negotiate an agreement. A contract will then be awarded to successful providers. The contract offer will include the outputs and outcomes that must be delivered and reported on as part of the project.

What is the expectation of successful providers?

On signing of a contract to deliver a project, the providers become Contractors. The City expects Contractors to deliver their project as follows:

  1. The Contractor has the skills and resources (including time, staff and community networks) to deliver the proposed project to the identified target group within the set time-period.

  2. All costs to deliver the project have been budgeted for and included in the Contract Price. The Principal will not waive venue hire fees to deliver from City facilities.

  3. The Contractor must promote its project in methods relevant for the type of project and the target audience. The Principal’s financial support is to be acknowledged on all promotion of the project including flyers, posters, social media and at any presentations or events (see point 4 below). Evidence will be required as part of the reporting process. The City will promote projects on its website and where relevant through social media or through distribution of electronic or printed flyers. This is to support the Contractors’ own promotions but should not be relied on as the only means of promotion.

  4. The Principal’s logo will be provided and all marketing material where the Principal’s logo appears must be approved by the Principal prior to publication.

  5. Any project variations must be submitted in writing to seek approval prior to implementation.

  6. The Contractor will submit an Interim Report showing outputs/activities half-way through the delivery of the project.

  7. The Contractor will submit a Final Report within 30 days of the conclusion of the project reporting on outputs and outcomes related to the project (demonstrate social change or provide deeper insight into the social issue that was addressed).
