In alliance with the City’s advocacy role in promoting economic development and orderly planning, the City is preparing an Activity Centre Structure Plan and a Car Parking Strategy for the Armadale City Centre.
The Armadale City Centre is classified as a Strategic Metropolitan Centre under the State Government’s Planning Policy 4.2 Activity Centres for Perth and Peel.
In alliance with the City’s advocacy role in promoting economic development and orderly planning, the City is preparing an Activity Centre Structure Plan and a Car Parking Strategy for the Armadale City Centre. In November 2016 Council appointed Hassell Planning as the lead consultant to carry out this project with the support of the City.
Once completed, the Armadale Strategic Metropolitan Centre Structure Plan will set the vision for the Armadale City Centre and will ensure the proper planning framework is in place to guide the future development of the City Centre for the next 20 years.
Building design standards appropriate to the desired future form of the City Centre will be established through the preparation of Design Guidelines. This will inform key built form elements such as building heights, site coverage, residential densities etc.
A comprehensive Car Parking Strategy is also being prepared to ensure the City Centre is adequately supported for current and future demand.
The Structure Plan will include the identification particular precincts within the City Centre such as the:
Retail core
Commercial/office areas
Tourism areas
Civic precinct
Mixed business/residential precinct.
At the meeting held on 27 August 2018, Council resolved (subject to modifications) to forward the Structure Plan documents to the Western Australian Planning Commission (WAPC) for approval. The final documents are available via the links below, including the Council Minutes. It is expected that WAPC approval may take approximately 6 months.

The Study Area comprises the whole of the Armadale City Centre between Armadale Road, South Western Highway and the railway line.
The study area includes the western side of the railway line that is currently under the planning control of the Metropolitan Redevelopment Authority (MRA). This is known as the Armadale West of Railway Precinct and the MRA have prepared a separate Structure Plan for that precinct. Further information on the West of Railway precinct structure plan can be found on the MRA’s website.

An Opportunities, Values and Vision Workshop for Project Stakeholders was held on 1 June 2017. Stakeholders who attended included: landowners within the study area, representatives of State Government agencies and City of Armadale Councillors. The outcomes of this workshop are downloadable below.
