Food Trader/Stallholder Permits

Planning to operate a temporary food stall, stand or operate a food vehicle at an event, market or fixed site? Find out about the application process and obtaining a permit here.

The City of Armadale has recently reviewed the requirements for mobile food vendors attending City of Armadale approved markets and events. The requirement for food vendors to obtain a temporary food vendor permit along with the associated fees for these events will no longer be required.

This change aligns with practices across the South East Corridor Councils Alliance (SECCA) – including the Cities of Canning and Gosnells and the Town of Victoria Park and is designed to:

  • Support small businesses by removing financial and administrative barriers to participation

  • Align with practices of neighbouring local governments, reducing regulatory inconsistency

  • Continue to maintain food safety and public health standards through existing legislative requirements.

What does this mean for you as food vendor?

Food vendors can now trade at City-run and City-approved events/markets without needing to apply for a temporary food stall permit, provided the following requirements are met:

Food Business Registration

  • You must ensure that your food business is registered with your home local government (the local authority where your business is based).

Public Liability Insurance

  • You must hold current public liability insurance covering your business operations.

Event Participation

  • You may only trade at City approved events and markets.

  • The Event Coordinator is required to notify the City of Armadale of all participating food businesses at least 5 working days prior to event.

  • If you miss this deadline, you will not be permitted to trade at that event.

Health & Compliance Checks

  • Environmental Health Officers may attend the event to review your food business for compliance with the Food Act 2008 and Food Standards Code

  • If any non-compliances are identified, enforcement action may be taken against you, and your home local government will be notified of the non-compliance. In the case where non-compliances be of a serious public health risk, you may be directed to immediately cease trading and/or leave the event.

Food Safety Requirements

  • The usual provisions of the Food Act 2008 and the Food Standards Code continue to apply

  • Please ensure you ensure you comply with the new requirements under Food Standards Code 3.2.2A ,including having a designated Food Safety Supervisor who:

    • Is suitably trained and appointed and;

    • Is reasonably available to advise and supervise food handlers.

What are the next Steps?

  1. Contact the event or market Coordinator to Confirm your participation and provide them with the following evidence:

    • Your Food Act 2008 registration certificate

    • Details of your Food Safety Supervisor (if applicable)

    • Proof that all food handlers are suitably trained

    • A copy of your current public liability insurance

  2. One the day of the event ensure your food business complies with the Food Act 2008 and the Food Standards Code. For food stalls – prior to trading complete Food Stall Set-up Checklist provided to you by the event organiser and return to organiser once completed.

  3. Ensure to maintain and keep the following records on site:

    • Temperature of transportation records

    • Temperature display records for potentially hazardous foods

    • Cleaning and sanitising records for food contact surfaces (e.g. utensils, benches, plates, cutlery).

Please note these changes only to approved City-run or City-approved events and markets. Traders operating in other public areas outside of these events will still require a permit as per the City’s Activities and Trading in Thoroughfares and Public Places Local Law. Please contact the Health Services team for further information on operating in other public areas outside of approved events.
