Skin Penetration / Beauty Therapy Businesses

Skin penetration businesses must be assessed and approved by the City Health Services prior to operation. Find out how.

Setting up a skin penetration business

If you are planning to operate a skin penetration business within the City of Armadale, you must ensure the premises and your procedures comply with the Health (Skin Penetration Procedure) Regulations 1998 and Code of Practice for Skin Penetration Procedures.

Skin penetration procedures can create a risk of infection if appropriate hygiene, cleaning, disinfection and sterilisation practices are not followed. The City’s Health Services regulates skin penetration premises.

Examples of skin penetration procedures includes tattooing, body piercing, cosmetic tattooing, acupuncture, electrolysis, waxing, manicures, pedicures or procedures involving the cutting, puncturing, tearing or shaving of skin and other procedures that may penetrate the skin or mucous membrane

Approval before opening

Before establishing or commencing a skin penetration business, you must notify and obtain the required approval from the City of Armadale.

Step 1 : Determine if you require Planning or Building approval

Step 2: Register Skin Penetration Premises with the City's Health Services

Complete the: Application for Approval to Establish a Skin Penetration Premises

A clear scaled floor plan showing the proposed premises layout must be provided, showing fixtures such as hand wash facilities, sinks, treatment areas and the materials proposed for surfaces, shelving and flooring.

This allows the City’s Environmental Health Officer to assess the premises against the applicable requirements before the business commences operation.

Please note: The City only approves permanent plumbed in hand-wash facilities with warm running potable water. A Transplumb Medisink is not a suitable alternative for a hand-washing sink.

Step 3: Health Inspection

Once your application has been received, the City will review the submitted information and contact you if further information is required.

An Environmental Health Officer will inspect the premises to assess compliance with the applicable requirements before an approval is issued.

To avoid delays, it is recommended that you discuss your proposal with the City's Environmental Health Services before commencing construction or fitting out the premises.
