The purpose of a Development Contribution Plan (known as a DCP) is to enable proportionate contributions towards common and community infrastructure to facilitate subdivision or development of urban, industrial or rural development areas, commonly referred to as a Development Contribution Area (DCA).
DCPs are to be prepared pursuant to the Western Australian Planning Commission’s State Planning Policy 3.6 Infrastructure Contributions, to provide an equitable system for charging and administering development contributions across DCAs.
Contributions made by developers usually consist of land, infrastructure, or payments toward the purchase of land or provision of infrastructure, to meet community needs in new and established development areas.
A DCP Report provides the detail on what is intended to be funded through the DCP and provides a guideline for the contributions that a landowner or developer may need to make towards the DCP, if and when they choose to develop their land. The estimated timeline for commencement of infrastructure delivery through a DCP is included in a DCP Report or Council Report, with the timelines reviewed and updated, if necessary, at each annual review.
City of Armadale Development Contributions Plans
Part 5A of the City of Armadale Town Planning Scheme No.4 (TPS No.4) enables the City to prepare DCPs that facilitate the cost sharing for provision of specific items of infrastructure across a number of landowners within a DCA. Part 5A also includes provisions for when a landowner/developer’s liability to contribute arises, and the general principles and objectives of a DCP that the City must uphold.
Clause 5A.2 of TPS No. 4 states the purpose of Part 5A is to:
Identify areas requiring cost contributions that relate to subdivision and development;
To provide for equitable sharing of costs;
To ensure that cost contributions are only required towards common infrastructure required resulting from the subdivision or development of land in the DCA; and
To coordinate the timely provision of infrastructure.
Schedule 9A of TPS No. 4 details the DCPs for DCA No. 1 for The Roleystone Hills Residential Development Area (inactive), and DCA No. 2 for the Armadale City Centre Drainage Development Area (active and regulated by the City’s Technical Services). Find out more about Drainage Levy Contribution.
Schedule 9B of TPS No. 4 details active DCPs for DCA No. 3 for North Forrestdale (Piara Waters and Harrisdale) Precinct, and DCA No. 4 for Anstey Keane Precinct (Forrestdale). The City endeavours to annually review the active DCPs.
